The default and command_and_search recognition models support all available languages. The command_and_search model is optimized for short audio clips, such as voice commands or voice searches. The default model can be used to transcribe any audio type.

Some languages are supported by additional models, optimized for additional audio types: enhanced phone_call , and enhanced video . These models can recognize speech captured from these audio sources more accurately than the default model. See the enhanced models page for more information. If any of these additional models are available for your language, they will be listed with the default and command_and_search models for your language. If only the default and command_and_search models are listed with your language, no additional models are currently available.

Sir Keir Starmer has delivered his first speech as prime minister to world leaders at the United Nations in the US after leaving the Labour Party conference.

He used his address to the UN Security Council to promise that his government will deliver “global leadership” as the Middle East teeters on the brink of all-out conflict and the bloody war in Ukraine grinds on.

On a tough week after calling for the return of “sausages” in Gaza during a conference gaffe, Sir Keir has been defeated in a vote to reverse the cut to the winter fuel payments .

The non-binding motion, named An Economy for the Future and tabled by Sharon Graham of the Unite union and the Communication Workers Union (CWU), was passed by a show of hands in a rowdy hall at the Labour Party annual conference.

In a show of defiance, Unite’s general secretary Sharon Graham called Labour members to rebel against the policy as she shouted: “This is not what people voted for.”

The motion called for means testing of the winter fuel allowance to be scrapped and for an end to fiscal rules which prevent borrowing to invest, as well as the introduction of a wealth tax.e

Starmer is now being asked by Nick Robinson whether the “trade off” of Starmer’s migration policy will make businesses not able to fill roles if they can’t employ foreign workers.

The prime minister insisted he’s “not going to chop your legs off by saying you can’t have the workers you need now”.

He said: “But I’m not going to tolerate this year after year after year.”

Instead, he plans a “skills strategy” that makes the UK “less reliant” on migration.

“And I’m actually convinced that if businesses work with local leaders according to a growth plan that we can achieve that,” he added.

Latest GDP growth shows Scotland’s economy ‘recovering steadily’, says Forbes

Scotland’s economy is “recovering steadily”, Deputy First Minister Kate Forbes said as figures showed GDP rose 0.3% in July.

The latest monthly data shows the economy grew in July after experiencing no growth in June.

The Scottish government figures show that overall in the three months to July, GDP was estimated to be up 0.3% on the previous three months.

However this was down from the 0.6% growth recorded over the period April to June.

Ms Forbes, who is also the economy secretary, said: “These figures show that Scotland’s economy is recovering steadily, having grown over the last two quarters.”

She said it was “particularly encouraging” that manufacturing and information and communications services had increased their output in July, as she vowed the Government is “stepping up action to drive economic growth”.

She added: “Our Programme for government and Green Industrial Strategy set out measures to support start-ups, reduce barriers to investment and work in partnership with businesses.”

Starmer convinced pensioners will be ‘better off’ amid unions vote

Sir Keir Starmer has told pensioners they will be better off under Labour despite axing the winter fuel payment for millions of elderly people.

Asked for his message to pensioners who have lost their winter fuel allowance, the prime minister told BBC Radio 4’s Today programme: “So what I’m saying is this, that economic stability is the number one, most important first step.

“That that will only happen we deal with £22 billion pound black hole that we will. This was not on the books. I could pretend it’s not there, I could walk past it. In my view, that would risk losing control of the economy.

“By tackling it, we can commit to, among other things, the triple lock. Every pensioner will be better off under a Labour government.”

Sir Keir will today face a motion from angry unions to reverse the controversial winter fuel allowance cuts.

Delegates at the Labour Party Conference in Liverpool have voted to reverse the government’s controversial cut to winter fuel payments, in a blow to Sir Keir Starmer.

While motions at the party conference are non-binding, and the government is not required to respond to them, the vote highlights major division within the party over the controversial policy.

In July, Rachel Reeves announced that older people not in receipt of pension credits or other means-tested benefits will no longer receive winter fuel payments from this year onwards.

The decision came as part of a series of spending cuts to address a black hole in the public finances left by the previous Conservative government announced in July by the chancellor.

Labour considering ban on smoking outside pubs

Health secretary Wes Streeting has confirmed Labour is considering a ban on smoking outside pubs.

He told Sky News: “We definitely want to see smoking phased out in our country, we committed to that in our manifesto.

“We want to make sure this generation of children are the healthiest generation that ever lived and therefore they will never be able to legally buy cigarettes.

“We are looking at a range of other measures to also help people who are currently smoking to quit, and also to deal with the scourge of second-hand smoke and passive smoking, which is also harmful. We’ll be setting out our proposals on that shortly.”

Asked if he will ban smoking outside pubs, he said: “Look, that’s one of the measures that I’m considering, and I’m up for a national debate on this issue.

“We have got to do two things – reform the health service, but also reform public health, because we might be living longer, but we’re becoming sicker sooner and there is a heavy price being paid for that in our economy, our public finances and in our own health.”

Streeting calls for national debate about smoking outside pubs

The health secretary has called for a “national debate” about the prospect of banning smoking outside pubs.

A restriction is being considered by the government as part of a range of measures which will be set out shortly, Wes Streeting said.

Ministers are examining what can be done to help smokers quit and to “deal with the scourge of second hand smoke and passive smoke,” he said.

“We definitely want to see smoking phased out in our country, we committed to that in our manifesto,” Mr Streeting told Sky News.

“We are looking at a range of other measures to also help people who are currently smoking to quit and also to deal with the scourge of second-hand smoke and passive smoking, which is also harmful. We’ll be setting out our proposals on that shortly.”

Biden calls on nations to unite amid an 'inflection point in world history' in last U.N. speech

In his last speech as president before the United Nations General Assembly, Joe Biden called on nations Tuesday to band together amid the spiraling conflict in the Middle East, Russia’s ongoing war in Ukraine and growing global concerns about China’s influence.

"I truly believe we’re at another inflection point in world history. The choices we make today will determine our future," Biden said.

He said Russian President Vladimir Putin, for example, has "failed" at his goal of destroying Ukraine and NATO. "But Ukraine is free," Biden said. "NATO is bigger, stronger, more united than ever before, with two new members: Finland and Sweden."He said the world cannot let up in its protection of Ukraine against Russian aggression.

Biden detailed Hamas' attack on Israel on Oct. 7, which killed 1,200 people and included acts of sexual violence and the taking of many people into Gaza as hostages. In response, he said, innocent civilians in Gaza have experienced “hell” as Israel has sought to fight back against Hamas. He said the U.S. has put forward a cease-fire proposal that has been endorsed by the U.N. Security Council, which he called on the parties to finalize.

"A diplomatic solution is still possible. In fact, it remains the only path to lasting security," said Biden, who also criticized the violence against innocent Palestinians in the West Bank and the need to strive for a two-state solution between Israel and Palestinians. Biden said Gaza is "not the only conflict that deserves outrage," saying Sudan is embroiled in a civil war in which millions of people are on the brink of famine and hundreds of thousands are already suffering from it. "The world needs to stop arming these generals," he said, adding that nations need to speak with one voice and demand that the war end.

Biden spent several minutes toward the end of his speech focusing on artificial intelligence, saying it will change our ways of life, ways of work and ways of war. Biden said countries must ensure that AI supports, rather than undermines, because it can "uplift and empower everyday people."

Biden finished his remarks by sharing his decision over the summer to exit the presidential race and not seek re-election. "Let us never forget, some things are more important than staying in power," he said. "It's your people that matter the most. ... We are here to serve the people — not the other way around." Biden said that "every age faces its challenges" and that he has witnessed moments of tension and uncertainty in his decades of public service, referring to the Cold War, the Vietnam War and the wars in the Middle East.

But, he argued, there's always a "way forward."

"Things can get better," he said. "We should never forget that. I've seen that throughout my career."

His speech comes against the backdrop of the presidential race on its final leg before Election Day, knowing that his successor — Vice President Kamala Harris or former President Donald Trump — will face the same issues in the White House and may deal with them very differently.They were also Biden’s first remarks before the General Assembly since Hamas’ attack on Israel in October and the conflict that has ensued in Gaza, killing thousands of civilians. He spoke to the leaders of other nations as hope for a cease-fire deal between Israel and Hamas has dimmed.

As Israel continues its battle with Hamas, its conflict with Iran-backed Hezbollah has also escalated in recent days. On Monday, Israel launched airstrikes on neighboring Lebanon , whose government said nearly 500 people were killed and more than 1,600 were injured in Lebanon’s deadliest day of conflict with Israel since 2006. Israel also issued evacuation warnings to people living in its northern region to escape the violence near the border.

National Security Council spokesman John Kirby had told reporters last week that Biden would “reaffirm America’s leadership on the world stage” and “rally global action to tackle the world’s most pressing challenges.” They include, he said, climate change, artificial intelligence, the opioid epidemic and the wars in Gaza, Ukraine and Sudan .Kirby said Biden would meet with U.N. Secretary-General António Guterres to “talk about how the partnership between the United States and United Nations in advancing peace and safeguarding human rights can endure and to — prosper.” Kirby said Biden will have engagements with foreign leaders Wednesday. 

Biden is also scheduled to host a summit of a coalition to address synthetic drug threats, including the supply chain of illicit fentanyl. Republicans have often accused him of not doing enough to tackle the problem as part of the strategy at the U.S.-Mexico border.

Other key speakers expected at the General Assembly include Iran’s new president, Masoud Pezeshkian ; Ukrainian President Volodymyr Zelenskyy; Palestinian Authority President Mahmoud Abbas; and Israeli Prime Minister Benjamin Netanyahu .

Biden administration officials have been involved in negotiating a cease-fire agreement between Israel and Hamas for months, though progress appears to have diminished. Defense Department spokeswoman Sabrina Singh told reporters last week: “We do not believe that the deal is falling apart. We believe that that is the best way to end the war that’s happening in Gaza and to lower those tensions in the region.” Still, there have been no recent signs of a breakthrough.

Biden also addressed his administration's 2021 withdrawal from Afghanistan, over which he has faced ongoing criticism from GOP lawmakers. Congressional Republicans who have been investigating the pullout recently released a scathing report . The administration and Democrats, on the other hand, have largely blamed Trump for what unfolded during the withdrawal.

Biden said Tuesday that "13 brave Americans lost their lives, along with hundreds of Afghans in a suicide bomb," referring to the attack at the Kabul airport. He said he thinks of those lost lives every day, the 2,461 U.S. troops who died during the 20-year war and the more than 20,000 Americans who were wounded. "I think of their service, their sacrifice and their heroism," he said.

Biden kicked off the week of global engagements near his hometown, Wilmington, Delaware, where he hosted the leaders of Australia, India and Japan on Saturday for a meeting of a security grouping known as the Quad .Though officials say the Quad is not aimed at any particular country and China was not explicitly mentioned in the four leaders’ joint statement after the summit, Secretary of State Antony Blinken began the closed-door meeting by saying, “Our first topic of discussion is China.”

Biden then said, “China continues to behave aggressively, testing us all across the region,” in comments that were briefly caught on hot mics after journalists were escorted from the room.

In his speech Tuesday before the U.N., Biden briefly mentioned China, the world’s second-largest economy, and reiterated U.S. policy, which is to "responsibly manage the competition with China so it does not veer into conflict."

Asked about Blinken’s and Biden’s comments Monday, a Chinese Foreign Affairs Ministry spokesperson said that the U.S. is “lying through its teeth” when it says it is not targeting China and that groupings such as the Quad undermine regional peace and stability.

Biden announced various initiatives during the summit, including a “cancer moonshot” partnership with the other countries to save lives in the Indo-Pacific region.

PITTSBURGH (AP) — Vice President Kamala Harris on Wednesday pledged to build an economy that is both pro-business and helps the middle class as she pushed back against Republican nominee Donald Trump ’s claims that she’s advancing “communist” ideas.

The Democratic nominee said in remarks at the Economic Club of Pittsburgh in battleground Pennsylvania that she “would take good ideas from wherever they come” as she promised to double the number of people being trained in registered apprenticeships and outlined her support for more home ownership.

“As president, I will be grounded in my fundamental values of fairness, dignity and opportunity,” Harris said. “And I promise you, I will be pragmatic in my approach.”

Little more than a hour before her speech, Trump offered his own competing vision of the economy while visiting a furnituremaker in Mint Hill, North Carolina. He defended his idea for a special lower tax rate for U.S. manufacturers and pledged to impose tariffs high enough that there would be an “exodus” of auto factory jobs from Japan, Germany and South Korea.

“I’m imposing tariffs on your competition from foreign countries, all these foreign countries that have ripped us off, which stole all of your businesses and all of your jobs years ago,” Trump said.

The dueling speeches by the two candidates reflected how they’re honing their economic messages for voters in battleground states. Both are trying to counter criticism while laying out their best cases for a public that still worries about the economy’s health. Trump is focused on the idea of U.S. dominance over foreign competitors, while Harris is stressing the importance of supporting the middle class and entrepreneurs.

Harris’ remarks focused on her broader philosophy and what she’s trying to achieve for the economy, whereas Trump’s speech was more freestyle, including insinuations about the two assassination attempts against him.

Trump said the corporate tax rate would drop from 21 percent to 15 percent for companies that make their products domestically if he were elected. The Republican nominee suggested that his support for broad tariffs as high as 20 percent have made him an international target.

“This is why people in countries want to kill me,” he said. “They’re not happy with me.”

The candidates are each emphasizing the economy at a time when polls show that it is one of the most important issues for voters as they consider who to support. A recent AP-NORC poll found that neither candidate has a decisive edge with the public on the issue.

Both say their own approach will do more to ensure that the U.S. economy — and not China’s — leads the world in this century. Both are eager to embrace an image as a tax cutter and are accusing the other of backing massive tax hikes on the middle class. It’s a meaningful shift in messaging as inflation concerns have ebbed somewhat with the Federal Reserve cutting its benchmark interest rates last week.

Harris rebutted Trump by saying that she is a capitalist who believes in an “active partnership between government and the private sector.” She said Trump has “no intention to grow our middle class — he’s only interested in making life better for himself and people like himself.”

The Democratic nominee plans to provide $100 billion worth of tax breaks and other incentives to build up U.S. manufacturing and emerging technologies, according to a person familiar with her plans who provided details on the condition of anonymity. She has a forthcoming brochure to outline her vision for the economy.

Elsewhere, billionaire Mark Cuban said business leaders like him are backing Harris because she has taken considered stances that companies can understand even when they have a different perspective.

“I want a president that for business goes into details and has a policy team that understands all the ramifications of what’s been proposed,” Cuban said on a Tuesday call with reporters set up by the Harris campaign.

The Harris campaign’s efforts to show business support have overlapped with Trump’s in offering a host of populist ideas. In addition to wanting no taxes on tips , Social Security or overtime pay, Trump wants to limit the interest rate on credit cards to 10 percent and set up low-tax zones on federal lands to lure employers. Trump also wants to ditch the cap on the deduction of state and local taxes that he put into the tax code in 2017 while president.

Both candidates see an opportunity to trash the other’s tax ideas. Trump recently dubbed Harris the “tax queen.” She wants to raise the corporate tax rate to 28 percent from 21 percent as well as tax the unrealized capital gains of people worth more than $100 million. She would use the revenue from that and other policies to sustain tax cuts for the middle class that are set to expire after 2025 as well as offer new tax breaks to parents and entrepreneurs. Many of her policies build on ideas initially proposed by President Joe Biden.

Trump claims her tax hikes would ultimately trickle down to the middle class.

“She’s coming for your money,” he told an audience on Monday. “She’s coming for your pensions, and she’s coming for your savings.”

Harris has shown that two can play that game. She labeled his call for tariffs a “national sales tax,” as it could increase the cost of coffee, clothes, electronics, autos and almost anything that gets imported or depends on imported parts.

Her campaign likes to cite an analysis that originated with Brendan Duke of the Center for American Progress that estimated a 20 percent universal tariff would cost a typical family almost $4,000 a year. For taxpayers in the middle-income range, that sum would effectively increase their total federal taxes by 50 percent, according to calculations based on Treasury Department data.

Trump has long portrayed himself as someone who will slash regulations, but Harris said Wednesday that she would do likewise because “whether it’s a new housing development, a new factory or a new bridge, projects take too long to go from concept to reality.”

“China is not moving slowly,” Harris said. She added that she would reform permitting and cut red tape because “patience may be a virtue, but not when it comes to job creation or America’s competitiveness.”
